The variant subtag is limited to eight characters, no hyphens.
I do not see the need for two variant subtags; that makes tagging more cumbersome--the extra information can be left to the description--
as a second subtag does not distinguish anything:
there is no other 2004 subtag; and there is no other ortograf subtag.
so 2004-ortograf would not be my preference;
you could leave 2004 to the description maybe?
And then just use ortograf
which would result in tags of fr-ortograf
Would that work for everyone?

Any other relevant information: In 2004 researchers of the university of Montreal ( http://www.iforum.umontreal.ca/Forum/ArchivesForum/2003-2004/040405/article3430.htm ) has developped the 'ortograf alternativ' (alternate french spelling) in order to increase literacy among people with intellectual or language disabilities (dislexy, dysorthography, etc). Since then, this alternate spelling is spreading. Government bodies uses it (ex. A new variant subtag of the french (fr) is now necessary to facilitate the process of localization in the new spelling
