Very good point! We all have suggestions for changes and end up
talking about them without talking specifically about what it is we
think we're fixing.
When I said earlier that a topic I'm concerned with is "Scope of work
that IETF takes on", I should have said "the IESG is clearly
overloaded with work, what can we do to reduce their load so they can
focus on the work of most importance to the whole IETF".
