According to the European Charter for Regional or Minority Languages,
article 2, paragraph1, a country can recognize a language according to part
2 of the charter, which means recognition without financial commitment
(unlike commitments that the state can choose to undertake according to
part 3):

The local community in Älvdalen have asked for this kind of recognition
without financial commitment from the Swedish government, but they do not
want to give it.
