639-3 changes, part 1

Because the retirement of [yds] was not listed in the ISO 639-3 Summary
of Outcomes document, the registration forms (language and extlang) for
'yds' should not have referred to that document, but to the Change
Request itself:

with a note that the request was approved. I will correct the forms as
needed.
