Last call: Latvian (and Bontok) extlang subtags

Hi.  I am going to do a 'turn around' of sorts regarding what I think.


Latgalian and Standard Latvian seem to meet the criteria that Doug gave for registration as extended languages; it was not my criteria, but I have to go with it.
