LANGUAGE SUBTAG REGISTRATION FORM (R3): pinyin

The registration under discussion says explicitly "Mandarin". Unless  
that is changed, then someone wanting to tag "Tibetan Pinyin" should  
be using a different tag.

Either way, the "Latn" part is entirely appropriate.

And things like this http://en.wikipedia.org/wiki/Tibetan_Pinyin and
this http://en.wikipedia.org/wiki/Pinyin#Other_languages make me
really nervous about *binding* "pinyin" to either "zh" or "zh-Latn".
