I think (b) is not permitted, and that's good.  As for
deprecating prefixes, IFF zh is ever deprecated, then
this would implicitly also deprecate all zh-* prefixes.

My speculations about how to get this effect later were
far too convoluted.  Just deprecate zh, or don't, not 
our decision.
