Resend of request for subtag for French variant 1606 / 1606nict another opti

Hi, Doug, I kind of do want to get this resolved
(I did not realize you had already submitted requests for both subtags, just 
for the one;
I'll check through my email to see if I see a copy of the forwarded request 
for the other;
the changes are minor in any case.)
