Resend of request for subtag for French variant 1606 / 1606nict another opti

I am not happy with this, and I submitted both of the French tags 
yesterday as there was consensus to do so.

1606nict is what was sent, and what IANA is processing. You said you 
were OK with it and I'm going to hold you to that.
