Protocol-13

Hi.

I've just posted Protocol-13, just to synchronize what is in my
notes with discussions before and during the upcoming IETF.  No
really major changes, just a clarification of the NFC rule and a
few minor tuning changes to anticipate the conversion to reflect
the Mapping document (or to put it to rest).

I'm not going to reissue Rationale or Defs -- any further
changes to either would be concerned with Mapping and I'm not
convinced we are ready.
