I realize that you're not touching the mapping stuff 'til we reach an agreement here, but this phrase really bugs me:
"it is probably better for users to understand IDNs strictly in lower-case, U-label, form"
As that phrase is unrealistic and unachievable regardless of how much the standard wants it.
