What do certs do? Trying to think from the other direction

I'm trying to think from a different perspective.  It was brought up that Eszett needs to be allowed in Certificates, NAPTR, etc, which is sort of the "other" direction from my normal perspective.

One question I have is what happens to MICROSOFT vs microsoft in a Certificate?  (Both now, in practice, and with future IDNA2008 applied)?
