They shouldn't. We need solutions for both, but as a (largely)
green-field rtcweb may be able to implement things sooner (or with more
ubiquity) than general RTP applications.

I would not assume that, but it may be easier to deploy in those
environments per above, or they may add constraints that help solutions
for those areas.

yes - but gaining benefits for existing apps without any change by them
is unlikely except via network changes. With changes, existing apps may
be able to more fully take part.
