That doesn't necessarily have anything to do with vendors or what they 
do.  Gazillions of pieces of "Chinese" text have been tagged "zh".  If 
you want to find this text, you may have to specify "zh" in your search 
instead of a more precise tag, and if you want other people who search 
for this "Chinese" text to find yours too, you may have to use "zh" to 
tag yours.  That kind of compatibility.
