Well, perhaps that might be one way to solve the problem. At the TC 37/SC
2/WG 1 meeting a year ago, however, a liaison from another SC under JTC1
mentioned that such regional categories were explicitly removed from 3166.

But let's consider your suggestion more closely. Suppose there were a 3166
entity for Latin America, say "LA" (for sake of discussion). Why is it less
satisfactory to have a registered tag "es-americas" for which the intended
denotation and recommended usage is explicitly documented than to have a
tacitly-sanctioned tag "es-LA" for which the denotation is undocumented and
left open to individual interpretation by different users (something that
seems to me to be a significant problem in general with 3066)?

If you're suggestion was serious, it does not make any sense to me
whatsoever.
