Last Call: 'IETF Problem Statement' to Informational RFC

Thanks - that's why I asked!

I searched my folders for messages with the words "last call" and "problem" 
in the subject, and your message had "comments to 
"draft-ietf-problem-issue-statement-05.txt"" as its subject, so I missed it.

Will add the comments now.
