Actually, I think it started as a yellow sticky note on the whiteboard
during the second IAB security workshop in March 1997. It would be a lot
of work to reconstruct the history in detail, but there was certainly
difficulty in finding author(s) who were both competent and had free time,
and then difficulty in reaching convergence within the security community.
But six years does seem a bit long.
