The "late surprise" problem

I think this idea can cause more problems, unless done in formal way.
I would also like to see serious qualifications listed and the person
would have to meet those qualifications.  Those qualifications should be
open to wide IETF input.  I would input one right now and this is 1/2 of
them be implementors and implementor can be defined later.

Another way to do this is use the IEEE process.
