Pete, looking at your comments and Keith's, I can see that
not everybody's experience with design teams is the same.
Apart from perception issues, you are saying that we have
some design teams that are not appointed by some sort of
due process, and/or whose output is not exposed to genuine
WG review. If so, these are indeed process failures (but they
are not intrinsic to the notion of a design team).
