if you're saying that this creates a conflict of interest, I'd probably
agree with you.  the same person cannot adequately represent the WG
to IESG and fulfill the duty of IESG to review the WG's documents.
though it's already well-established that an AD who is a WG chair must
recuse himself from discussions of that WG's work, this still means
that there's one fewer AD reviewing the work - and given that most
works are only reviewed by a couple of ADs anyway, this is a problem.

however, I don't think you've demonstrated that "the current IETF process
gives too much power to the wg chairs & IESG", and I'd object to that
statement.   *somebody* has to decide whether there is consensus, and whether
the document is of adequate quality, both within the WG and within the IETF as
a whole, and I don't see how decision can reasonably be made by other than a
small group of people.
