Charlie, Keith:

Since you have something you agree on, and which I agree on too, and which 
I cannot find in the problem-statement document as currently written, 
perhaps the two of you could try to formulate a proposal for a change to 
the problem-statement document that incorporates this point, and which 
Melinda can track as an "issue to be resolved"?

Unless we capture the agreement, it might become lost again....
