In reading some of the recent messages I think it's become
clear, at least to me, that in some cases the "problems"
we're having aren't procedural/policy problems but rather
problems in how we're implementing established procedure and
policy.  It may be legitimate to ask if a bad implementation
of a policy is because the policy can't be implemented well,
though.
