yes Keith they are - and in fact the IETF is totally setup to pass the
efforts of a few specific vendors and several educational entities into
standards status. It may not be what's on paper but its what happens in the
real world, and any forensic accountancy that runs an analysis will probably
see that the IETF is pretty regularly used by its larger players to inhibit
other companies from entering the arena.

Again - yes they are... they are the Internet.
