Minor comments on draft-ietf-problem-statement-00.txt

In the past, I have heard people object to statements such as
"the IETF is an SDO", on the grounds that the IETF also does
other things (research, publication of non-standard documents,
operational advice, etc.).

If everyone agrees that the IETF is an SDO, we could remove
the wording that indicates otherwise.
