I disagree with this.  I think some companies marketing departments wish
the above were true, but at least a large number of SDOs do recognize
that a draft is temporal and want an RFC.  The reason why drafts do tend
to become something more of a de facto standard is because of the length
of the standardization process.  If standards were produced in a more =
timely
fasion, I don't think we would need to worry about this so much.
