The external liaison role of the IAB is documented in RFC 2850 (Charter of the IAB) Current external liaisons are listed at http://www.iab.org/Documents/ietf-liaisons.html I'm not sure why the respective roles were originally assigned in this manner, but it has been a long-standing arrangement.
