Yes. Yes.
Dave, the problem is that within the IETF, there is a wide array of
perceptions on whether we have a problem and, if yes, what the problem
is.
This makes it hard to discuss solutions. I for one believe that some
of the "solutions" in that draft make the problems worse that *I*
perceive. I can't really talk to you about that efficiently because
you don't share my perceptions.
So I do believe we have to talk problems first.
As a meta-comment, to me it seems some people are frustrated (which
would be quite normal for a consensus process even if perfectly
managed).
The current brouhaha creates a train where all the frustrated people
can jump on.
This may make it seem that a majority agrees on something.
I don't think that is actually the case.
(At least not beyond the fact that it is about time we go back and
re-examine our processes -- I'll concede that.)
Even if we had agreement on the problems, I still don't believe we have
to fall into actionism.
It will take time to reform a consensus-based organisation.
