Review for media types: application/ibe-pp-data, application/ibe-key-request+xml, and application/ibe-pkg-reply+xml

The section references in 8.1 are incorrect.  They should be 4.3, 5.4,
and 5.7 respectively.

- the additional information section is for magic numbers and file
extensions.  Please refer to the registration template in RFC 4288.

- parameters, both optional and mandatory, aren't explicitly named (at
least in an obvious way) and only described.

- as an observation, the mandatory parameters for
application/ibe-key-request+xml and application/ibe-pkg-reply+xml both
seem to be message control data rather than representation metadata,
so this seems a misuse of the media type framework.  Is it too late to
fix this?
