The way I read the first paragraph is that they're in the middle of an internal struggle of some kind and don't want to take any action on potentially sensitive issues before they've reached a consensus on their own policies.  The reference to the master thesis by the Viennese student feels like a red herring to me.

Regardless, shouldn't Mats just file a request for a subtag, now ISO 639-3/RA has made an official decision?
