Well, that's exactly the point. You're _supposed_ to verify, whenever
you write a region subtag, that it's really necessary. (Some individuals
and programs automatically insert them, as if "no-NO" were that much
more informative than "no".) Richard's tool is doing just what it's
supposed to do.
