For what it's worth, the registration form for 'hepburn' said:

I sort of agree, but note that if subtags for a level system is added (and I
think that at some point would be useful), like fr-simple-levelB2, this "for
use with" cannot be formalized as Prefix fields, since "Prefix: *-simple" is
not allowed, and the level system should be language independent.
