Registration request for new subtag 'barla'

OK, I missed something. I thought the decision had been to register only 
one subtag, for Barlavento.

If there are going to be two subtags, then I suggest the Comments fields 
for each variant don’t need to mention the other variant:

Subtag: barla
...
Comments: The Barlavento macro dialect is one of the two main dialect
  groups for Kabuverdianu.

Subtag: sotav
...
Comments: The Sotavento macro dialect is one of the two main dialect
  groups for Kabuverdianu.

Also, I'm not wild about the new term "macro dialect," which sounds 
formally defined when it might not be, and also sounds a lot like 
"macrolanguage." But Michael and Peter can help decide this.
