I stand (partially) corrected.
This is in fact an official govt document ("resolution") approving
the VOP as the main tool for applying the AOLP in schools and public
documents. No arguing there. Case closed. I did not read this thing.
My bad.
However this is not a decree & the govt is not a scientific board
(and no qualified independent body has reviewed -- to my knowledge &
I may be wrong again -- the said word database). But since I have no
formal Law training I will not press this matter further (other than
just stating that under Portuguese law this govt resolution could
easily impeached -- it violates several legal procedures and
circumvents the exclusive role & mandate of the Academy). Had the
govt done its homework via its language-consultants they would have
noticed (one hopes) that the VOP lacks several important attributes
in order to be considered a bona fide reference tool.
Bottom-line: there is official governmental support for the VOP tool.
It is unfortunate but it what it is. :(
