They were minor changes for Portugal (it was based on the 1911 reform),
relevant for Brazil and resulted in the Prontuário Ortográfico de 1943
that was used until 1971. So, as the original big change was the 1911
reform, I can understand the reasoning behind not having 1931. Ok.

May be, but it's the official (as mandated by Resolução do Conselho de
Ministros nº 8/2011) for implementation of the public administration and
schools in Portugal. Yes, I'm aware of differences between dictionaries
and the official vocabulary. I'd say that's not relevant as reference.
