refo1971 + refo1990 works for me, checking the history is your job ;-)

In other words, if you are unsure about refo1971 you could register
it later, or pick another name without a year if that could upset
folks in the affected communities.  (The last de reform still upsets
folks in DE, hopefully nobody insists on adding yet another variant
for the latest state of the last de reform.)
