I didn't see the English ISO 9, but standards 
marked with (ИСО) and 'соответствует' are 
usually verbatim translations of ISOs.

Looking from here I don't see anything unusual 
in having one System (A) for 1:1 translit and 
one System (B) for approx. translit for major 
Cyrillic-using languages, employing the di- and 
trigraphs.

In fact, it's the System B that's prevalently 
used here, as virtually nobody has the resources 
(keyboards, fonts) nor knowledge for the use of 
the System A.
