Your Reviewer is not an oracle. No one has made an application to 639 for this, and if someone does, there is no guarantee that they will assign a code. 

THe fact that Pāņini, Wackernagel, and Whitney described the language in single treatises is sufficient argument for me to prefer a comprehensive solution for Peter Scharf in the short term. 

All of our subtags are threatened with eventual deprecation by a potential ISO 639 code, are they not?
