Missing subtags 003 and 172

We found that there are 2 subtags that are missing from the registry.

I think they were overlooked just because they are listed in slightly odd
locations, but they should be in according to
http://www.rfc-editor.org/rfc/bcp/bcp47.txt. (And we use them). See
http://unstats.un.org/unsd/methods/m49/m49regin.htm

Doug, do you want me to file forms for these, or would you prefer to do it?
