PROPOSAL: Remove Deprecation on "sh" in the IANA subtag registry

No matter if _we_ think there's an issue in ISO 639, the alpha-2 and alpha-3 code sets are distinct enough that this does feel to JAC members like an issue. Addison's assessment in this regard is correct.

I will repeat what I said several weeks: if it makes sense to us that, in the LSTR, sh not be deprecated, then we should decide what is right for the LSTR, regardless of what the ISO 639 JAC thinks is right for ISO 639.

Well, I think they do have an issue, hbs isn't deprecated while the equivalent sh is.

Anyhow, I support removing the Deprecated field for the sh subtag in LSR since
the equivalent hbs isn't deprecated in the ISO 639-3 registry.
