I am slightly bemused to see:

The registration request is one thing, but the use of a year is somewhat suspect when you view what goes into the registry alone.

There is already a (year based) precedent for handling this. If you want to recognize these changes, use a separate subtag for it. One may meaningfully tag documents as (I will use Mark's requested subtag for the examples) "be-akadem". If one needs to distinguish the reformed orthography, use a new registered sutag: "be-akadem-2010". The unreformed orthography could also be distinguished at the same time: "be-akadem-1959" (or choose your favorite year). In my opinion, the question facing us at the moment isn't whether there are variations within the established, official orthography. It is whether there is an established, official orthography as distinct from other forms of Belarussian (notably, the classical form).

Note: very few people if any use the year-based subtags established for German for the same general purpose. As someone pointed out, in most applications people can get along with the variations in language and the distinction is not important to tag.
