FAQ: rejecting proposals based on syntax

We are starting to see more cases where (1) a well-meaning individual 
proposes a syntactically invalid subtag, (2) the ietf-languages group 
objects to the proposal on syntactic grounds, and (3) the proposer is 
left with the mistaken impression that the group is not receptive to new 
subtags, or is opposed to the language in some way.

Perhaps this would be a good FAQ for Stéphane's Web page on language 
tagging, and a good point to start making in presentations and seminars.
