1.5.  ISO 3166-2 code elements such as "VC" cannot be used as region 
subtags anyway.  They are not freely available from ISO (though widely 
known and available by other means); there are no particular guarantees 
of stability; and they conflict with existing subtags, not only 
syntactically but sometimes also semantically, as in this case.  The tag 
"ca-VC" already has a valid (if seldom-used) meaning: Catalan (ca) as 
used in St. Vincent and the Grenadines (VC).

Addison is correct: a variant subtag such as "valencia" is the right way 
to distinguish Catalan from Valencian.
