Scott -
With all due respect, it wears a bit thin for the IESG to talk about time
constraints. The IESG frequently moves with glacial speed when others
depend upon IESG action. Such as we see now with the PR action.
Patience needs to be mutual.

Nevertheless, Michael's opinions were not asked, much less getting
Michael's sign-off.
I respectfully suggest that the process is broken. As the process was
broken, remedial action is now needed.
It isn't really necessary to discuss how the process came to be broken, as
long as the problem gets fixed.
