Request for variant subtag "scouse"

It's beneficial because the grandfathered tag "en-scouse" can then 
become redundant. Users can then compose the tag "naturally" using 
subtags and implementers won't need to handle the tag as a special case 
any more.

Ideally, only tags that could never be legal under RFC 3066bis would 
remain grandfathered and hopefully all of these items are or will be 
deprecated.

There are not "two" Yiddish tags, please note. Only "yi-Latn" was ever 
in the old registry---and it's redundant ('yi' and 'Latn' both being 
valid subtags).
