It's been valid for a few years.... from

1993-06-18 (Newsletter III-24): Metropolitan France (codes FX, FXX, 249) 
added. The standard didn't specify the geographical compass of this entity, 
but it was clearly intended to represent France in European, including 
Corsica. The entity was later removed from the list (see 1997-07-14).

1997-07-14: Metropolitan France removed from the list, but remains an 
"exceptionally reserved code element".

I guess the French decided that it was a Bad Idea....
