Change history for proposed registry

I've added a Web page showing the history of changes to the proposed
IANA Language Subtag Registry since the first version was created on
2004-07-06.

Obviously there is nothing official about this, since it describes the
change from one preliminary, unapproved version to the next.  But I hope
it will help answer some possible questions that might arise during the
Last Call period mentioned in Appendix C of RFC 3066bis.
