Hm... There is no such thing as a registered region subtag. There are registered language subtags and registered variant subtags. When the changed from year numbers to serial numbers, that's one thing I forgot about: 'CS1' is too short for a variant subtag. I can add a rule to the ABNF for special region subtags (for the ambiguity rule)...?

The length restriction of 15 is more nicely binary than 16 is. RFC3066's limit was 8 and I think we doubled it. Changed that and corrected the misspelling in the editor's copy for the next draft.

Any response on making variant registration information normative?
