Also, in general, if there's no way to render a character, then we
should assume it's not used.  I realize that it's difficult to establish
that no font can render a particular character, and that none ever has
been able to in the past.  But it should be much easier to get a high
degree of certainty regarding fonts than it is to be certain that a
character is not used in domainname labels anywhere.
