Touchstones for "Mapping"

My reading of the rough consensus at the meeting was to continue with
IDNA2008 (not jump to IDNAv2), but incorporate a mapping phase for
compatibility in the following way:

   1. Disallow mapping in
registration<http://tools.ietf.org/html/draft-ietf-idnabis-protocol-11#section-4>
   2. Require a mapping in
lookup<http://tools.ietf.org/html/draft-ietf-idnabis-protocol-11#section-5>,
   based on the 2003 mappings
   3. Strongly encourage implementations to only store either the U-Labels
   or A-Labels<http://tools.ietf.org/html/draft-ietf-idnabis-defs-08#section-2.3.2.1>
   .

I think this was the best possible outcome, since it will allow for maximal
backwards compatibility, preventing people from having interoperability
problems, while retaining the key advantages of IDNA2008.
