The ZWNJ is  the essential character for Persian, Pashto, Kurdish and 
Urdu languages and by applying the contextual rule the same as Unicode 
TR31  rule for using ZWNJ, it is safe to have it for IDN. The 
implementation of that rule can be tested from :
